Why Sportsmen should support HB 1483

House Bill 1483 is one of the most important conservation bills in generations. It is designed to return deer, grouse, and 150 other species of wildlife to our State Game Lands, State Forests, and private forestlands. It will create new wildlife habitat as critical food and cover over the entire 6,000 square miles of our public forests, and return deer hunting to a better condition than we have known for decades while also improving the forest ecosystem. HB 1483 represents our only chance for stopping CWD, in that the Game Commission’s policies are increasing the spread of the disease and threatening the future of both deer and elk herds. Not the least of the benefits of the bill, it will provide a means to oversee the Game Commission’s actions and hold them accountable in the future.

USP enthusiastically endorses HB 1483 and is working with representatives and senators in Harrisburg toward getting the bill passed. We have posted some important items here so that you can become more familiar with the many benefits of HB 1483. HB 1483 Progress Report

I would like to express my sincere appreciation for the untold hours and weeks of assistance by the membership and board of Unified Sportsmen toward informing sportsmen and legislators about the deer-management crisis and the need for HB 1483, and for helping to move the bill toward passage. There is no doubt that USP is the premiere Pennsylvania organization representing the interests of sportsmen and wildlife resources. Without your steadfast actions, the promise offered by HB 1483, the future of sport hunting, and the security of our Second Amendment rights would be increasingly in jeopardy.

While it might sometimes seem that HB 1483 activities remain static, this is far from the case. Meetings have been on-going in both legislative houses to expedite movement of the bill. The extensive support of the bill by clubs and organizations, and especially the rapid response to our recent petition has been impressive and regularly acknowledged by legislators. A hardy thanks is extended to the thousands of sportsmen and concerned citizens who signed the petition in favor of HB 1483.

Whereas the official memorandum by the bill's sponsor, Rep. Dave Maloney, remains available for reading as well as numerous summaries and detailed descriptions, the bill itself continues to be unavailable for your reading for unspecified reasons. This is not due to actions by Rep. Maloney, to the contrary, and hopefully the issue will soon be resolved.

Sometimes a problem can get so large that it becomes increasingly difficult to politically address the issue. The deer-management problem might be such a case, in that the impacts from PGC's deer mismanagement and the inability for PGC to recognize, let alone deal with, major wildlife habitat inadequacies has led to a $10 billion socioeconomic crisis. Not only are deer and the future of deer hunting now at risk, but grouse are at a 50-year low and declining along with an estimated 150 other game and nongame species that are either in decline or at imminent risk because of the lack of habitat.

Informing legislators about the goings on at Elmerton Avenue and need for the bill represents a challenge in the face of a disinformation campaign by PGC and its political allies. As you know, about 20 years ago PGC made a fundamental change in its goals and policies -- choosing to ignore its legislative mission which directs the agency in Title 34 "to serve the interests of sportsmen for recreational hunting" and to adopt their own idea of a mission that serves the interest of DCNR foresters and a few extreme environmental organizations. This action is a violation of state law, and those who orchestrated the change should be held accountable.

HB 1483 has been designed to reverse PGC's new and illegal policy, to resolve the multi-billion-dollar conservation crisis, and to permanently prevent it from ever happening again. Hopefully, PGC will eventually resolve its own internal issues that run contrary to its chartered mission and will be able to get its train back on track. Regardless, passage of HB 1483 will assure that the deer population and sport hunting return to prominence, that habitat will be rapidly created across the 6,000 square-mile system of public forestlands, that grouse and 150 species of wildlife that depend on early-stage forests will again be a hallmark of our game lands and state forests, that family cabins and hunting camps will again be filled, that the outdoor industry will return to its prominent economic role throughout rural communities, and that millions of wildlife loving outdoor enthusiasts will once again experience abundant wildlife in Penn's Woods.
